If you look at continental meets, world championships, etc. it's not like she was a non-factor before: she was indisputably the best, she just completely choked in London as the overwhelming favorite. After 4 more years of continuing to improve physically, and more importantly drastic mental improvements, she was again the favorite, and this time didn't choke.

It's not like the Chinese girl whose record she broke (who came out of nowhere, and then quickly disappeared back to nowhere -- not even in the final tonight).
