The committee generally views the rankings as volatile as each week they reanalyze the quality of what a team has done. As they ought to. I haven't really followed this year, so I can't speak to whether they appear to have valued that more.

The exception to that is that a team may consider the state of a team when they played the game. Usually that's when there are injuries at issue.

I could imagine some on the committee might look at Florida and conclude that they were playing decent football in the first half of the year despite writing off the second half of the year as a terrible team.

All that is with the caveat that anchoring effects are a part of life. But CFP is much less subject to anchoring effects as traditional polls are.
