I simply do not understand this math by Freight Train

I understand the concept of opportunity cost, namely that every scholarship granted is a “non-paying student” and thus lost revenue for the school, while still imposing an instructional cost burden. But the way to counteract that is to admit more non-paying students. We’re talking about 12 more students across class sizes of 5,000 or more at large universities. That’s nothing.

I don’t get this at all.
