Sure, campuses are going to lock down as tight as they can, and ND appears particularly committed to that model. But there are many thousands of people leaving and entering campus every business day including faculty, staff, off-campus undergrads, and the vast majority of graduate students. They all go to the grocery stores, hang out with friends, their spouses go to work, their kids go to school. A campus is far cry from a bubble even if the rectors could somehow lock students inside the dorms.

The students all have to eat, they have to use communal bathrooms, and you're not going to keep healthy 20 year olds from socializing in one form or another. We'll know in a month or two whether it's possible to keep R < 1 on a college campus. There's no point in attempting CFB until that question is answered.
