He was a potential 2nd round talent with questions about his health, so I’m guessing those reports didn’t come back all that positive.

Lack of elite speed is what dropped him down in the pecking order. His size is definitely a plus, though. The consensus of the draft commentators is Harbaugh got a steal at #140. I believe he'll do well in the NFL.
