the DL is on a slant, and so when the OL goes to reach block him, he's running away from the block. If he had held him, you would see that outside shoulder dip and backside shoulder go up, and that will generate a holding call. If the OL just keeps moving his feet with his hands on the guy, that should not generate a holding call (not saying it won't, but it shouldn't).
