You could block for anyone that doesn’t provide the proof. Colleges - 3 kids at three different colleges now - require proof in advance, so it’s possible to do.

Seems then perhaps they should be doing that

And yes, it is possible to do all of this. We're already requiring remote tickets. Airlines use apps to coordinate all of this, and other programs are evidently doing it. So that's wrong.
