Every move he's made has been to make it easier for ND to be in the national championship picture while having to do the least amount of work on the actual football program. He has always been about maximizing revenue. He saw the writing on the wall that ND would find it harder and harder to be included in a 4 team playoff, so he worked to expand to number of playoff teams instead of working to make ND more palatable to the selection committee. That would take more complicated schedules and program improvement in regular and post season play.

Yes, it fits perfectly with ND's football program culture.

They have a sign in the Gug glorifying last season's "10-0" record. That is not a joke.

A 12-team playoff, structured as it seems to be:

- moves the goalposts for success at Notre Dame to being in the Top 12.
- provides ND a multimillion dollar opportunity to host a home playoff game on occasion.
- allows ND to play the "it's tougher for us" card since they can't be in the top 4 and ever get a bye.

That will placate 95% of the fan/alum base.
