Purdue has a .519 winning percentage, three Big Ten titles since World War II, and two major bowl appearances in its history. Yes, the bar is much lower at Purdue for legend status, and should be. I think this board (particularly those who attended ND in the mid to late 1960s, which I know doesn't include you) overrates Purdue as a program because of Jack Mollenkopf's success against Ara. The 1960s were by far Purdue's high watermark since the 1930s.

Purdue has played in 19 bowl games: five before Tiller, four since Tiller, and ten in Tiller's 12 seasons at Purdue. Most schools in Purdue's echelon would beam about any Rose Bowl appearance, or beating a top ten team in a second-tier bowl. I don't think it's so much a sense of inferiority as a sense of reality.
