When did Holtz kick an extra point for a tie at the end?

I froze in State College in 1987 and watched Tony Rice get stopped going for two and the win in the last seconds against Penn State, which is a situation more like the Miami game than the Michigan tie.

Never, at least not at ND

He went for 2 and we converted to win the Snow Bowl in 1992. He went for 2 after the first 4th quarter TD against BC, to cut their lead to 38-25 and set up our go-ahead TD in the final minute. Even in our two OT games in 1996 when that rule was first implemented, it was the opponent who scored last to tie the game and force OT (where we lost both times).
