If Cincinnati ls left out of the CFP, they'll almost assuredly be in the Fiesta Bowl, because they played in the Peach Bowl last year. And the Committee will avoid a regular season rematch, meaning that ND is in the Peach Bowl.

To answer the OP's question, to the extent that there is a pecking order, the Contract Bowls (this year, Rose and Sugar) pick ahead of the Access Bowls (this year, Peach and Fiesta) within the constraints of their contractual arrangements. Thus, Rose will pick Big Ten vs. Pac-12 and Sugar will pick SEC vs. Big XII before Access Bowls pick. Likely Access Bowl matchups are:

Fiesta: Big 10/Big XII/SEC vs. Cincinnati
Peach: ND vs. ACC champ

Caveat: If Virginia wins the ACC, I think they get placed in the Fiesta Bowl against Cincinnati to avoid a rematch with ND as well. In that case, Peach Bowl is ND vs. Big 10/Big XII/SEC.
