The answer to that actually can be a little tricky. by VT2ND

In some states, public records laws only require you to produce records that are actually in existence. They do not require agencies to create a record, and they often do not speak directly to when you must actually keep records. The government often will have a separate set of laws that mandate what types of records must be kept and for how long.

If the schools are using some online portal to communicate with other schools, that may not actually be covered by either type of law and possibly something that needs to be legislated.
