Approaching Jerami Grant about transferring without a release from Syracuse would be an NCAA violation. Even if Syracuse were to be penalized severely and players were free to transfer, he'd have to approach Notre Dame about a move.
If severe penalties result from the current investigation, I'd guess we are at least a year away from their assessment assuming Syracuse hadn't self-penalized by then. Then there are appeals, etc. that could delay everything until Grant is on his way out the door anyway.
Finally, the ACC has a special rule for intra-conference transfers. As it is for most NCAA transfers, Grant would have to sit out a year if he were to transfer within the conference; but the year he sits would count against his eligibility. Instead of getting five years to use four years of eligibility like normal transfers, he's get four years to use three years of eligibility as his college career.
