They won't, obviously, but they should get out in front of this - unlike the NFL.
USSF has already taken steps in this direction, and that won't be the end of it here in the US. UEFA may be researching it, but this should be coming from the very top with FIFA.
FIFA is obviously driven by a need to grow the sport in underdeveloped countries, but they also have an interest in furthering the sport in countries like the US where it is not even a top 3 sport. They can do that by getting ahead of issues like this and leading from the front. It may cause angst in the short term (i.e. limiting or removing headers) but in the long run it puts player safety at a higher priority AND gives it an advantage over other sports where it lags behind financially.
