The betting parlors at some point here? Talk about a stupid prop-bet to take wagers on.

Match fixing and points shaving, very very bad; but this sort of bet is just begging to be tampered with and the bookmakers shouldn't list them. Problem solved.

Also, the FA shoulders some of this for allowing casinos and gambling organizations to sponsor clubs.
