I assume you mean most consistent WC participants or some such qualifier, because out of the 200-odd nations competing in FIFA, I'd imagine that there are 150+ of them for whom he'd be a standout player.

The Altidore hate among large portions of the fanbase is completely irrational. Despite being only 27 years old, he has more international goals than every American not named Donovan or Dempsey, but he'll never be good enough for those people.
