One podcast I listen to is called The Total Soccer Show (full disclosure, this is where I came across the Cosmos news in the first place), and those guys seem to have their finger on the pulse of most things club soccer. They posited on their most recent episode that it may be possible down the line to incorporate pro/rel at the USL 1 and 2 level (USL 2 is where a lot of the MLS development sides reside), build that league up a bit and then incorporate pro/rel across the entire pyramid on MLS' terms. That seems to be quite a long way off.
