By comparison, 2016 was closer to 60%. Trump will need lower turnout to win. He's not looking to flip 2020 Biden voters as much as he's hoping some just don't show up.

swing states that had never had such high numbers of mail in ballots before.
Now it will be an option, but they won't show up at your door automatically, and a lot of people are going back to traditional voting. That may have an effect in some places.
