Kiki Iriafen was the PAC-12 Most Improved Player of the Year and averaged 19.4 PPG 11.0 RPG. That technically meets the requirements as well. I didn't do an exhaustive search through all of the mid majors, so there may be other candidates out there as well, but Kiki appears to be the only other option in the major conferences.

Weimar is certainly the likely choice, although there was a report a few weeks ago that suggested she had already visited.
