Every alum who does not make his or her lottery contribution can affect "the average percentage of living alumni with bachelor's degrees who gave to their school" and drop ND from its current tie with Brown and Vanderbilt for 16th place.

From the USN&WR rankings methodology:

"Alumni giving rate (5 percent): This reflects the average percentage of living alumni with bachelor's degrees who gave to their school during 2011-2012 and 2012-2013, which is an indirect measure of student satisfaction."

Please note the weighting is not the amount of total dollars contributed. It is "the average percentage of living alumni with bachelor's degrees who gave to their school"
