QB Recruiting Strategy?

Take a look at the QBs that have been recruited to ND during the past few years...

2007 - Clausen
2008 - Crist
2009 - No QBs
2010 - Rees, Hendrix, Massa
2011 - Golson
2012 - Kiel
2013 - Zaire

Clausen, Crist, and Kiel were rated as five-star QBs. Golson and Zaire were solid four-star QBs, and Rees, Hendrix, and Massa were high three-star or low four-star QBs.

Many of you have said that ND should have a QB in each recruiting class. If you were a coach, how often would you try to recruit someone of a Rees/Hendrix caliber who could be a reliable backup QB if needed? Every other year? Every third year?
