He would be taking one that otherwise would have gone to a walk-on.
At least from the SBT article this morning:
"Brooks, with a career scoring average of 2.3 points in 80 basketball games (including eight starts), likely will go on scholarship if his football experiment carries into the fall."
So if he participates in football, he's a counter for football (and ceases being a counter for basketball).
I'm not sure when the change takes effect; I would have thought that it would be immediately if he starts practicing with the team in the spring.
The scholarship doesn't have to count against football until he appears in a game. That said, it's been a few years since I looked at the exact "stashing" rules.
(It ended up being irrelevant for Will, who ended up on FB scholarship from the start thanks to landing neither of Lewis/McCoy)

He doesnt even seem to get minutes in garbage time. He has 1 tackle in his career.
I think he was recruited to play a penetrating 4-3 DT, but he seems undersized even for that. Had a decent recruiting cohort. According to Rivals he had a USC, UCLA, Tenn & North Carolina offer
that for all the worry about recruiting scholarships, these things seem to sort themselves out.

at least according to anything that was published. If either ended up winning a job, he would almost definitely be awarded a scholarship for the following year.
