As I understand it, flyovers by military aircraft are looked at as an Air Force or Navy promotional/recruiting expense, and the flight hours used are part of routine training that would have been flown either way.

Those civilians would lose approximately three weeks worth of pay over the remainder of 2013. Our soldiers should be able to maintain the edge despite these folks having to take one day each pay period off.
That's a well qualified guess from someone who worked there. Most of the DoD civilians and contractors at these labs are secretaries, support staff, or contractors who contribute nothing more than red tape to actual R&D.
If you work at one of those labs and are personally affected I'm sorry for you and wish you luck, but maybe you shouldn't have all been playing solitaire 25 hours a week and mooching off of the taxpayer while I walked your halls for a year.
and remove solitaire from the computers before deploying them.

Even if our squadrons cut back on dollars for training, they likely have plenty leftover.
My former Navy squadron had daily P-3 flights for which the mission was clearly labeled 'DFW'. That stands for designated fuel waste.
All of these squadrons have fuel budgets, and they all practice the 'use it or lose it' mentality. If they don't use 100% of dollars given this year, they'll get less next year.
This is no different than the other department heads who have gone on TV in the past week predicting doom when dollars are lost.
The cuts need to be made. I will miss the flyovers...maybe they can figure a way for host venues to pick up the tab.

Monday. The cows were not amused though, they didn't stampede but it did freak them out.
was at an AF/ND game in Colorado Springs about 15-20 years ago. First came four P51 Mustangs and they came in real low. The sound of those Rolls Royce engines brought tears to your eyes. You don't forget that sound. They were followed by four F16s. Another time a B1 bomber came in so low I thought it was going to hit the press box. They do have great flyovers there. It helps to be the AF Academy with Petersen AF base close by.
