Games between FBS and FCS schools

Should any FBS football team, regardless of whether it is Alabama or a Sun Belt Conference school, be allowed to play an FCS football team as one of its twelve regular season games?

I would be OK with an FBS school playing an FCS school under very limited circumstances:

1. A victory against an FCS school should never count toward bowl game eligibility for the FBS school. Currently, one victory against an FCS school each season can count toward bowl eligibility.

2. There's some sort of meaningful rivalry between the two schools. For example, the team from the largest public university in a state (FBS school) plays a game against the team from the second largest public university in the state (which happens to be an FCS school). I don't have a problem with Arizona or Arizona State playing a game against Northern Arizona University (an FCS school, and the only other public university in Arizona), but Oklahoma playing Savannah State is just ridiculous.
