I suspect a combination of the Steelers being popular regionally, Browns and Lions being down for so long, put over the top by Rothlesberger's home town being Findlay.
Although, if you are only going to win one county, that's not a bad one to pick. More populous than 12 or so states and D.C., and one of the wealthiest areas in the country.

the majority tend to either follow "America's team" (whoever gets the most airtime) or they follow the pipeline. Hence the Steelers, Green Bay, and I believe the Texans. Dallas used to be very popular up there in the past.
