I remember exactly what you're talking about, because that is probably my favorite ESPN commercial of all time. I've never thought it was a Braveheart reference, just more of the idea of a tribal/less-civilized culture resulting from a breakdown of modern, civilized society. Then again, it's been a long time since I've seen Braveheart, and I'm not really a Braveheart fan. But the face paint is not at all in the Braveheart style. And the Scots didn't wear ties around their heads.
I always thought Charlie Steiner was just evoking a general, almost "Lord of the Flies"-esque chaos and panic vibe.
